Curtis J. (Jeff) Cope performed 30 years of active police service and is a well-known expert in the law enforcement community. Several states have qualified Mr. Cope as a subject matter expert in Use of Force at Municipal, Superior and Federal Courts and by the State of California Commission on Peace Officer Standards and Training (P.O.S.T.). Mr. Cope began testifying in civil and criminal cases as a police practices expert in 1983 and has been doing so since.
Mr. Cope has worked assignments as a Patrol Officer, Special Enforcement Officer, Field Training Officer, Motor Officer, S.W.A.T. Officer, Background Investigator and Helicopter Observer. During his tenure as an Officer he also was the lead Department Instructor in arrest and control training and began his secondary teaching at the police academy.
Mr. Cope has also been involved in training law enforcement personnel as an author, consultant, developer and instructor, since 1970. He has trained officers from at least forty (40) states and six (6) foreign countries. Mr. Cope is a certified Master Instructor by the State of California Commission on Peace Officer Standards and Training. He is used by the Commission to assist in developing training and is the program manager for the Institute of Criminal Investigation Instructor Workshop Series.
